Appel ACME – Maroc Rabat le 7 mars 2009


A la suite de la conférence – débat sur ‘’la Question de l’eau au Maroc’’ et d’une réunion organisationnelle tenues à Rabat le samedi 7 mars 2009, ACME-Maroc, partant de ses principes et de sa ligne d’action :

- Appelle de nouveau à considérer le Droit à l’eau comme un droit humain fondamental et organiser sa distribution comme un service social de base qui ne peut être laissé à la loi de l’offre et de la demande.
- Demande au gouvernement marocain de refuser les décisions du Forum mondial de l’eau – dictées par les grands groupes privés mondiaux de l’eau – et de se comporter au sujet du droit à l’eau comme l’ont déjà fait des pays tels que l’Afrique du Sud, l’Uruguay, La Bolivie, Venezuela ou Cuba
- Appelle le système des Nations Unies à prendre en charge l’organisation du Forum mondial de l’eau à l’avenir, comme une première étape en vue d’inscrire le Droit à l’eau dans la Déclaration universelle des droits de l’Homme
- Demande la promotion dans les activités liées à la production et à la distribution de l’eau du partenariat public-public, entre pays du sud et pays du nord, et entre pays du sud eux-mêmes.
- Demande l’institution de mécanismes crédibles pour inclure la société civile dans le suivi et le contrôle des activités des organismes publics chargés de la production et la distribution de l’eau et agir à ce propos selon les principes de la démocratie participative.

Following the conference - debate on ` ' the Question of water in Morocco'' and an organisational meeting organized in Rabat on Saturday, March 7, 2009, Acme-Morocco, on the basis of its principles and of its line of action:

- Again Invites to consider the Right to water as an human right and to organize its distribution as a basic social service who cannot be left with the law of supply and demand.
- Ask with insistence the Moroccan government to refuse the decisions of the World forum of water - Which are especially dictated by the great world private groups of water - and to behave about the right to water like already did by countries such as South Africa, Uruguay, Bolivia, Venezuela or Cuba
- Invites the system of the United Nations to promote in the future the organization of the World forum of water, like a first stage the recognition of the access to water like a right and in order to register that right in the Universal declaration of the human rights
- Request the promotion, within the production and the distribution of water activities, of a public-public partnership between southern and northern, and between countries of the south themselves.
- Request the institution of credible mechanisms to include the civil society in the follow-up and the control of the activities of the public agencies in charge of the production and the distribution of water and to act on this subject according to the principles of the participative democracy.
